 The plugin readme file standard is currently linked to from six places:

 * [https://wordpress.org/plugins/developers/#readme Developer Information]
 page in the directory.
 * [https://developer.wordpress.org/plugins/wordpress-org/ WordPress.org]
 page in Plugin Developer Handbook.
 * [https://developer.wordpress.org/plugins/wordpress-org/planning-your-
 plugin/ Planning Your Plugin] page in Plugin Developer Handbook.
 * [https://developer.wordpress.org/plugins/wordpress-org/how-to-use-
 subversion/ How to Use Subversion] page in Plugin Developer Handbook.
 * [https://developer.wordpress.org/plugins/wordpress-org/how-your-readme-
 txt-works/ How Your Readme.txt Works] page in Plugin Developer Handbook.
 * [https://developer.wordpress.org/plugins/wordpress-org/plugin-developer-
 faq/ Plugin Developer FAQ] page in Plugin Developer Handbook.

 Some of the handbook links used the old
 `https://wordpress.org/plugins/about/readme.txt` URL, which redirects to
 https://wordpress.org/plugins/developers/, but not directly to the file or
 at least to the "Readme Files" section.

 Others used the outdated
 [https://wordpress.org/plugins/files/2016/06/readme.txt
 2016/06/readme.txt] link instead of the current one:
 [https://wordpress.org/plugins/files/2017/03/readme.txt
 2017/03/readme.txt].

 I've just updated the handbook links to point to
 https://wordpress.org/plugins/developers/#readme, which links to the
 latest file. However, it would help to have a direct URL to the file, like
 https://wordpress.org/latest.zip.
