 Plugin Directory: Add missing value for the `$master_project` property of
 `Plugin_I18n`.

 The missing value caused `Plugin_I18n::cache_key()` returning a wrong
 cache key which means the cache was never purged by translate.w.org.

 See #WP39629.
 Fixes #2750.
