Comment:

 We already [source:sites/trunk/wordpress.org/public_html/wp-
 content/plugins/plugin-directory/shortcodes/class-upload-
 handler.php?rev=5401&marks=97,100,109#L95 check if the plugin with the
 same slug exists], but the error is not thrown if the duplicate plugin has
 a `new` or `pending` status.

 I think we can just remove the status check there, [attachment:2787.patch]
 does that.
