Comment:

 No, other plugins cannot do the same.

 Like the previous plugin directory, this is limited to specific plugins
 which also share the same systems as the overall WordPress.org systems do.
 bbPress and BuddyPress also operate on the same servers, and share the
 same login systems, as WordPress.org does. Therefore this ability is
 intentionally limited to them, and only them.
