 We are preparing WordCamp Tokyo 2017 site and found user's display name
 broken.

 How to reproduce

 - Edit Profile on admin screen with first name(明) and last name(立花).
 - After updated, each name will be "?" and "??".

 This is typical error on multibyte character languages which relates to
 character setting of MySQL.

 May be related to #2280
