 Currently we're using the `draft` post status for newly submitted, non-
 reviewed plugins. This kind of made sense, but introduced unexpected bugs
 due to WordPress's assumptions about the 'draft' status.

 Instead, let's switch to a 'new' post_status which we'll display as
 `Pending initial review`. This will allow us to avoid the WordPress
 assumptions, and start on the journey of having a proper reviewer workflow
 using custom statuses.
