 The bbPress1 implementation of the Plugin Directory had a tool that
 allowed plugin reviewers to view author cards for one or more specified
 users to aid in the review process. This should get ported over.

 Currently, author cards only appear on plugin edit pages for the
 designated post_author of said plugin. Ideally the code generating the
 author cards for plugin edit pages should be called to generate the author
 cards to the new tool to avoid code duplication.
