 1. Open http://plugins.trac.wordpress.org/ (non-SSL URL) in a browser
 you've never opened the SSL URL with.
 2. You'll see an Apache index page instead of the Trac home page.

 https://plugins.trac.wordpress.org/ works as expected. Other Trac
 instances perform a redirect from `http://` to `https://`,
 plugins.trac.wordpress.org appears to be the only the one that doesn't.
