 In general, we decided to add the admin bar to the site when logged out,
 to cover this case (which I just did on the main support forums). But we
 should linkify that text for login. I see this text:
 > You must be logged in to reply to this topic.
 We should be linking it to the appropriate login.wordpress.org page that
 redirects back to the current URL.
