 In #1544 / [3978] badges were added to user replies in support/review
 forums where the reply author has commit access or is listed as a
 contributor, the same badges should be added for topic authors.

 Use case: [https://wordpress.org/support/topic/support-forum-closed-send-
 your-queries-to-helpinfinitewp-com/?view=all This topic] in its plugins
 support forum created an "announcment" topic in their support forum and it
 is not immediadely obvious that the topic author is the actual plugin
 author.
