 On locale-specific project pages like
 https://translate.wordpress.org/locale/ru/default/wp, there's a number of
 contributors on the right (469 for Russian at the moment), but that number
 does not include PTEs or GTEs.

 I think it should include every contributor for the locale. Once someone
 becomes a PTE or GTE, they (hopefully) don't stop being a contributor :)
