 When browsing videos on WordPress.tv, it would be helpful to be able to
 search only videos with subtitles. The easiest way to do this is probably
 to add a "subtitled" tag to the videos.

 Use cases for this include:

 - accessibility needs (can't hear the video)
 - no available speakers  / headphones
 - can't use speakers / headphones in the current environment
 - trouble understanding spoken English
 - looking for subtitled videos to translate
 - search engines looking to spider the site for indexing
 - space aliens looking to run scripts through a universal translator for
 tips on open source software
