 After adding the capability in `class-capabilities.php` uncomment
 [https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html
 /wp-content/plugins/plugin-directory/class-plugin-directory.php#L180 this
 line] for one page load to have it added.

 Good question, we should try it out and test it, not sure
