 In addition to [comment:15 jeherve]'s suggestions, I think it's useful if:

 - Locale ID is linked to the locale's page (e.g. link "Japanese" or "#ja"
 to https://translate.wordpress.org/locale/ja/default/wp-plugins/PLUGIN)
 - Active GTE is marked

 As someone who is looking for contributors to promote as PTEs, I want to
 know if there is any active GTE (thus I can skip the request).
