Comment (by obenland):

 So a Reviewer would be able to `edit_plugins` and `edit_others_plugins`.
 An Admin could additionally `publish_plugins` and
 `edit_published_plugins`.

 In terms of statuses, we currently have `pending`, `rejected`,
 `published`, `disabled`, and `closed`.
