 The Rosetta Roles plugin for GlotPress includes a
 [https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html
 /wp-content/plugins/wporg-gp-rosetta-roles/wporg-gp-rosetta-
 roles.php?rev=2945&marks=66-73#L61 check whether a user is an admin on
 global.wordpress.org]. If this is true the user will have admin access to
 GlotPress. That's currently the case for 22 users.

 Now that GlotPress is a WP plugin and has its own site in the network we
 can change that a bit.

 * Instead of adding the users to global.w.org we can use translate.w.org.
 * Proper permission system: Not all users need full access. The mobile
 team for example needs it only to be able to import release notes.
