#1805: Indicate developer review replies on plugin pages

In the new plugin directory design, we show the latest 2 reviews on the
plugin page with a link to go and view the rest of them. What we don't
show, however, is the number of comments a review has or whether the
plugin developer has responded. I find that it's really useful to know if
the plugin developer has responded when I see a 1 or 2 star review as the
reviewer is often misguided and the developer has then pointed them in the
right direction. It's nice to be able to see this info up front without
clicking through to the actual review.

To remedy this, we could one of two things:
 1. Show the number of comments next to the review.
 2. Show a badge or link to indicate that the plugin developer has
 responded.

I'll attach a couple of screenshots here showing what I mean - the content
in the screenshots was done quickly in the Inspector, so it's very basic
and could definitely be done in a more visually appealing way I'm sure.
