 How about e.g. nl_NL ? The normal https://nl.wordpress.org/latest-
 nl_NL.zip works fine, but that's the default one. What is the link to
 'Formal', because https://nl.wordpress.org/latest-nl_NL-formal.zip does
 not seem to work.
