Comment:

 One of the basic ideas we've always had with the plugin directory is that
 if you have a plugin on WordPress.org, you might get an email about it. If
 we allow committers to opt-out, we won't have a means to automatically
 contact them about (potentially important) issues. If someone is receiving
 emails they don't want, they can be removed from the plugin readme and
 will no longer get emails about it.

 We shouldn't change the current behavior.
