 If you have a rosetta webpage which is not very long, maybe you have no
 vertical scrollbar.

 Changing from long page to short page now leads to a "jumping" page (with
 or without the scrollbar).

 Let's add a vertical scrollbar everytime (like in Twenty Fifteen):
