 Steps to reproduce:

 1. Browse to a URL like https://2016.miami.wordcamp.org/wp-
 admin/edit.php?post_type=tix_ticket&page=camptix_options
 2. Hover over the tabs to see that the URLs look right
 3. Add a double second slash so that the URL is
 https://2016.miami.wordcamp.org//wp-
 admin/edit.php?post_type=tix_ticket&page=camptix_options, and load that
 URL
 4. Hover over the tabs again and you'll see the URLs are broken, like
 https://wp-
 admin/edit.php?post_type=tix_ticket&page=camptix_options&tix_section=payment.
