Hello,
I've found with forum posts that have an apostrophe in the title are
encoded within the auto-generated email.
For example this post;
https://wordpress.org/support/topic/whats-new-
in-216?replies=2#post-8077166
Has the title - What's new in 2.1.6
The Email generated has the subject - What's new in 2.1.6.
