It's been mentioned a few times in various places, so I thought I'd create
a central ticket for it.
Currently the Default Twenty themes are guaranteed to always show up in
the first slots of the popular themes list, no matter what way you
calculate it, their sheer default install base is huge.
Realistically, showing the default themes (which an end-user most likely
has installed already) isn't any benefit to the user, they're looking for
a new theme.
We should consider either:
a) Hiding themes owned by `wordpressdotorg` in the popular section or
b) Don't return themes the user already has installed in the popular
listing (effectively hiding `wordpressdotorg` themes if the install
already has them)
Personally I'm in the camp of potentially doing both, a for the directory,
b for the API clients.
