 We have an empty (unused) section on the sidebar called "Plugin Review"

 You only see it on the admin view (see attached image).

 This is a holdover from when we were going to add controls there for
 approval etc. In all likelihood these will take a different form. We may
 want to bring it back for things like allowing developers to request their
 own plugins be closed etc, but it's not needed right now for release, and
 should be removed before we do.

 Patch attached.
