 Are there any tickets for how difficult it is to navigate that plugin
 handbook?

 Let's say I want to find https://developer.wordpress.org/plugins
 /wordpress-org/plugin-assets/

 Where the hell is it?  The only navigation path I could find is to click
 not on one of the topic links, but on the Chapter 16 title itself, scroll
 to the complete bottom of the page, and look under "Additional Reading".
 How does that make any sense?
