Comment:

 No, the WordPress ZIP itself contains a single folder called "wordpress"
 and it always has. The reason for this has to do with naming conventions
 for linux and other unix based software. The software is named
 "WordPress", not "WordPress-4.7". In the future, we hope to do away with
 version numbers entirely.

 Nevertheless, if a change to this naming system is desired, then this
 really is a ticket for core trac, not for meta trac. Meta trac is about
 the WordPress.org website and changes to it, not to the core software, or
 to the conventions inherent to the ZIP file system.
