It's a user experience defect compared to a prior version.
In the prior version of Plugin directory there was a "My Rating" section
under The Reviews with 5 empty stars that gave user a feeling that adding
a review is just as easy as clicking the right number of starts.
Afterwards they were redirected to a full review form.
On the contrary the 3.0 version has a "Add my review" button that
redirects users to the same form.
It was - in my opinion - the "old" version is better in terms of inviting
users to add a review, as it gives them a feeling of an instant reward
just by clicking the number of stars. Then, when the full form is
displayed they are more motivated to finish what they have started.
My suggestion would be to keep the "My rating" section from the previous
version. Additionaly changing "My rating" string into "Add my review"
could be a good idea as it is much more clear call to action.
