#1936: Can't use multiple email addresses to subscribe

I have subscribed to follow multiple WordCamps with one email address
(let's call it email-one at example.com). Now I would like to subscribe to
another with a different email address (let's call it email-
 two at example.com).

When I subscribe, a confirmation email is sent to email-two at example.com,
with a link to confirm. Clicking the confirmation link takes you to the
subscription management page, logged in as email-one at example.com, and
doesn't properly activate the subscription for email-two at example.com.
 Instead, it redirects to https://subscribe.wordpress.com/?email=email-
one%40example.com&update=notactivated, with the error message "Your
subscription could not be activated, it may have expired."

If I try again later to subscribe using email-two at example.com, I don't
even get a confirmation email again.

This seems like it may be related to problems I've heard about from some
WordCamp organizers, who received reports from users unable to subscribe
(e.g., they never received confirmation emails).
