 Some off the paper thoughts... A 'report this plugin' button would need
 the following to be actually useful:

 * What KIND of report (security, guidelines, others)
 * Restrict 'new' users (to prevent sockpuppet attacks)
 * Automated replies / messages - this email has been sent to...
 * A limit on how many times a specific user can report a plugin
 * Anyone on mod-watch or blocked in the forums is prevented from using the
 form

 And I think that sending the email should go to the developers (anyone
 with commit access) directly - NOT anon - as well as us (the plugin review
 team). The lack of anon SHOULD prevent some people from being children,
 and others... well.
