 I guess it's a matter of consistency.

 Some might find it confusing if the link is there on internal pages, but
 not on the home page.

 Others might want to copy the URL to paste it somewhere else, and being
 able to do that on the home page without extra clicks is quite handy.

 https://wordpress.org/ header links to itself as well :)
