 When I visit [https://make.wordpress.org/core/handbook/ the core
 contributor handbook] on a small screen/mobile device, the chapter list
 gets very long and unwieldy as I have to scroll a long way to get to the
 page content. The chapter widget heading has an indicator that makes it
 seem like it should be collapsible, but tapping it does nothing.
