 Confirmed, indeed if you are not currently logged in and you open
 https://profiles.wordpress.org/profile/notifications you'll see a 404
 error, ideally you should be redirected to a login page to login and then
 back to that same URL will see you land on your own profile notifications
 page e.g https://profiles.wordpress.org/netweb/notifications
