 Currently, the process of assigning translation editors for a particular
 plugin looks like this:

 1. Plugin author submits a request on Polyglots
 ([https://make.wordpress.org/polyglots/2015/09/17/howdy-polyglots-i-am-
 the-plugin-author-of/ example])
 2. I have to invite the translation editor to https://ru.wordpress.org/.
 3. I have to wait until they accept the invitation (periodically checking
 the dashboard and/or the Polyglots blog).
 4. Once they accept, I have to go back to dashboard, find the user,
 remember the plugin name, find it in the list, and finally assign them as
 a translation editor.

 This could easily become time-consuming if there is more than one request
 per day.

 We should either eliminate steps 2 and 3 or allow plugins authors to
 assign translation editors for their plugin themselves.
