Comment:

 I'm going to close this as wontfix.

 With the setup we have for themes and plugins on wordpress.org, we import
 the strings for authors so they don't have to do so manually. Further, we
 initially import all translations that are shipped with the theme/plugin,
 though further translations will need to take place on
 translate.wordpress.org. As of right now, not all plugins have been
 imported, but we're working our way down the list. All themes have been
 imported using the above method.
