 DevHub: Restore the ability to access UIs for editing explanations.

 Following [wp34177], editing UIs are now inaccessible if the `show_ui`
 argument for `register_post_type()` evaluates to false. Setting `show_ui`
 to `true` and `show_in_menu` to false restores the previous behavior.

 Fixes #1233.
