Comment:

 Download numbers have next to no relationship with Active Install counts.
 They're measuring totally different things. Remember that an "install" is
 not the same as an "active install" and that non-active installs get
 updates and thus downloads too. Furthermore, people download a plugin, try
 it, and remove it. Happens all the time.

 Additionally, Active Install counts have an inherent delay in them. It's
 not an immediate number. There's at least a two day delay there, more if
 you consider that not all installs report in daily. Same goes for the
 version percentages, there is a significant delay in reporting.
