#1354: Translation teams page shows the wrong contributors

 In the local [https://make.wordpress.org/polyglots/teams/?locale=he_IL
 Translation Teams] page we should see only the users that translate
 WordPress core.

 But I can also see other users that have access the individual
 plugins/themes. It's not the expected behavior.
