New description:

 Currently, topic titles on Rosetta forums are limited to 50 characters,
 and anything after that is just silently cut off (slugs are cut off as
 well, but let's leave that for another ticket).

 For a language where most words are longer than in English, this is often
 insufficient. English topic titles, on the other hand, allow up to 80
 characters (which is the `maxlength` attribute on the input).

 If the title happens to be cut in the middle of a UTF-8 sequence, it
 disappears altogether, see #1297.

 This often causes confusion when the topic author puts the question in the
 title rather than the topic text. Each time that happens, I have to
 apologize for the bug and ask them to repeat or rephrase the question.
