#1413: Support Forums: allow all plugin authors to mark threads as resolved and
stick threads

There are currently 2 ways for a WordPress.org user to have a "special"
status in plugin support forums:
1. If you have '''commit access''' to a plugin:
* you'll get a "Plugin Author" badge in your plugin's support forums,
* you will be able to stick / unstick threads to your forum's page,
* you will be able to mark a thread as resolved.
2. If you're '''listed as a plugin author in the readme.txt''', without
having commit access:
* you'll get the same badge when posting in the plugin's support forums,
* you won't have any other extra permissions.
The ability to stick threads as well as mark them as resolved can be very
handy for people handling support for a plugin.
It would be nice if all plugin authors were able to mark threads as
resolved and stick / unstick threads. That would allow plugins with a
dedicated support team to give them all the tools they need, without
giving them commit access.
