 Previously, Rosetta sites used to display the latest blog entries on the
 front page (see https://pt.wordpress.org/ for example).

 This is apparently discouraged now due to header menu CSS issues, so the
 sites are being converted to use a static front page. See #1394,
 specifically comment:1:ticket:1394.

 Seeing the latest post on the front page without having to click anywhere
 else was quite handy though. The new setup does not encourage translation
 teams to have an active blog.

 https://wordpress.org/ uses a static front page too, but it displays the
 latest post excerpt at the bottom.

 Rosetta sites don't have this ability at the moment, and they also can't
 have submenus (see #1066), so it seems like they're treated a bit like
 second-class citizen.

 Once the switch to a static front page is made, it cannot easily be
 reverted, since Rosetta site editors don't have permissions to change the
 front page settings.

 To summarize:
 * Rosetta sites with a static front page should display the latest post
 excerpt.
 * Rosetta site editors should have the ability to change front page
 settings themselves.
