 meta.svn.wordpress.org was created for general "meta" stuff, with the
 possible belief that it'd be for all sorts of things. Thus, it was set up
 like this:

  * sites/
     * branches/
     * tags/
     * trunk/

 But it really should have been flat: branches/, tags/, trunk/. This extra
 complexity makes it more difficult to adequately mirror meta.svn to
 meta.git.wordpress.org, as we wouldn't then be able to make that move
 later without further re-jiggering.
