 Ok, all the plugin developer pages moved to handbooks.

 The following:
 https://wordpress.org/plugins/about/*

 Moved to:
 https://developer.wordpress.org/plugins/*


 But the links in the sidebar are not updated.

 If you ask me, all those links should be removed, except "Add Your Plugin"
 (https://wordpress.org/plugins/add/). Also, this page should be expanded
 to include links to the plugin development handbook.
