 Since there are a lot of existing l10n for plugins and themes we should
 allow plugin and theme authors to upload their existing PO files.

 The imported translation strings could be marked as waiting approval for a
 TE to check  and approve them.

 Since there are other PO upload requests through P2, maybe it would be a
 good idea to also allow Translation Contributors to import translations.
