#968: Less should be fewer in active install counts

 In the plugin directory, we display download and active install counts
 that sometimes includes the phrasing "Less than N".

 For example:
 [[Image(http://f.cl.ly/items/2J2t2642080N3R262D1w/Screen%20Shot%202015-03-22%20at%201.08.59%20AM.png)]]

 As downloads or installs are something that can be individually counted,
 we should be using "fewer" instead of "less" – even if the actual install
 count is rounded and generalized as 10, or 1000+, etc.
