 WP.org Themes: Return 15 themes per request.

 This sets `posts_per_page` to 15, overwriting the default 100 set by the
 JS
 handler.

 Since `posts_per_page` was set without a corresponding offset, an offset
 of 100
 was assumed which returned the wrong results.

 Fixes #965.
