 There seems to be a glitch with the menu. It happens on irregular basis,
 but often when you click on Themes then you go to Plugins and back or
 after refresh. The links (commercials themes and upload your theme) get
 pushed to the right and the submenu disappears.

 I attached a screenshot of it. I tried it in Chrome, Mozilla and Safari.
