#960: Make the request a theme button able to appear in a page

 We plan on making a two step process by having a page that then will link
 to the request a theme button as seen in the widget used now on
 make.wordpress.org/themes.

 As it's a widget, we want to know if this is possible? If not, can we add
 an additional page to the process that makes people check before clicking.
 We'd want to add content to that page.
