#1155: Plugin API should include active installs

Currently, plugin data fetched via the plugin API
 (https://api.wordpress.org/plugins/info/1.0/) does not include active
installs. This is potentially a nice statistic to have. The default active
installs number that displays on plugin cards when searching the repo or
via a site's Plugins > Add New screen performs some pretty heavy rounding,
and there are use cases for having more accurate numbers.

Is there a reason to intentionally exclude this info? If not, is the code
for this functionality available via an SVN repo somewhere for a patch?
