 Plugin stats appears to show active versions for any version it detects,
 even if it is a version defined by a single user. For example, my plugin's
 stats are showing an active version "1337".

 When I commented on this in the meta slack channel, Dion Hulse (@dd32)
 suggested that it should only track versions with more than 10 sites, and
 simply not show versions greater than the current version.
