 There is no "en" site, and given the fact that we also have things like
 en-ca and en-au and en-uk (two of which do actually have their own rosetta
 sites), then I'm not sure that a global redirect for en alone to the main
 site makes total sense here.

 Perhaps something special for plugins where
 !//nonexistent.wordpress.org/plugins/whatever redirects to the main site's
 plugin listing properly instead?
